Harbor East has no battleground roster. The rankings that matter are which lifestyle pays on a 25-player server and which house you should actually buy. This hub points at those two lists. Combat tiers would be fiction; we will not invent gun DPS for a city RP.
Open jobs tier list if you need a role tonight. Open houses tier list if you have 80,000 cash or spare Robux. Context for both lives in jobs and vehicles and houses.
How we rank
S — default pick for most servers. A — excellent when the server cooperates. B — fun, situational. C — looks expensive, plays empty. D — skip unless you have a bit.
Criteria: documented prices, official features (hospital, ambulance, VIP, Money Speed), and how a 25-player cap changes the value of a 9-bathroom manor.

How 25 players change every rank
A 12-bathroom manor is S-tier in a 40-player Brookhaven. Here it is a hallway simulator. That is why cash Villa Serenity can beat Grande Manor on this list: you will actually fill four bedrooms. The same math lifts emergency above crime. Four medics and a van is a complete scene; four criminals is a server wipe.
Re-rank for your friend group. If you only ever play with one other person, civilian plus a locked house is the entire game, and job S-tier matters less than money dailies. If you run a 10-person Discord party, hospital nights become the reason to log in.
Passes do not get letter grades of their own except as notes. Money Speed is a multiplier. VIP is a bundle. Neither is a lifestyle if you never leave the driveway.

Revisit after patches. Update 4 already moved emergency from “maybe” to A–S. A future transit or police scene would reshuffle jobs.
